Won't stick

I was hoping for better luck since the tape was 3m. After cleaning surface more than once, allowing dry time, it will not stick to any surface I've tried. Even Appling pressure for a given amount of time doesn't work

Not what I was wanting

I can't get a shine on the product at all. From day 1 it is a very dull /cloudy shine. I've used various tools to buff to shine like "chrome " it's not happening.
