Good old electronic test instrument.
This is a good old time test device for high voltage CRT test on vacuum tube CRT display screens.

It works, but the instability renders it useless for anything more than an audio tone source.
It works out of the box, but the controls for setting up a sweep to do a receiver IF alignment is impossible to set an exact frequency. The frequency tends to drift making it unsuitable for anything more than a test signal source for audio equipment.

Nice product.
This is an excellent replacement for the incredibly poor quality knobs on a low end Chinese drill/mill machine.
