Wouldn't boot with compatable parts

For some reason it didn't work with this lenovo thinkcentre I have for a cheap build. I can't figure out why but the PC just wont boot with it, and I've tried everything that would work if the gpu is functional. I also have a 500 watt power supply which would easilt power it, tested it on another motherboard same results. So my guess is this is a nonfuntional gpu I have but I'm not that mad it was only like 20 bucks or something.
