The reason is two fold, the switch mounting tabs need to be trimed off and new holes drilled in order to mount to the column, not a big deal. The BIG problem is the range of switch travel required to make the left AND right turn signals work exceeds the travel of the cable produced by the control assembly under the steering wheel.
